Following the same framework as the USB 2.0 specification, the ULPI specification is royalty-free and license-free.

The UTMI+ and ULPI specifications can be freely downloaded from the "Documents" section. Earlier the ULPI specification were available to third-party companies that signed the ULPI adopters agreement. With the public release of the ULPI specification, you are able to obtain and review the ULPI specification without any restrictions. The companies that subsequently plan to implement the ULPI interface in their ASICs, SoCs or FPGAs can do so, without signing any agreement.
