Following the same framework as the USB 2.0 specification, the ULPI specification is royalty-free and license-free.

The UTMI+ and ULPI specifications can be freely downloaded from the "Documents" section. Until recently, the ULPI specification has only been made available to third-party companies that signed the ULPI adopters agreement. With the public release of the ULPI specification, you are able to obtain and review the ULPI specification without any restrictions. The companies that subsequently utilize the ULPI interface in their ASICs, SoCs or FPGAs will have the option to sign the adopters agreement to obtain the royalty-free ULPI license. 

To adopt the specification and become a member of the ULPI Working Group complete two original copies of the Adopters Agreement, sign them, and send to the address below
